The Ruth Lee Prisoner Security/Handcuff Gen-2 Training Manikin is designed for prisoner security training for training to evacuate unconscious or restrained prisoners in emergency conditions. The Manikin is globally used by the CERT (Correctional Emergency Response Teams) for cell extraction and training for riot control. The features of the Handcuff and Hanging manikins have been combined in this model. It accepts any standard handcuff for practicing restraint techniques.

It has a reinforced neck that allows suicide simulation and helps practice body recovery and evidence preservation techniques. It is made of flame retardant polyester and is used in Police ballistic/stab vests. Its tough design can withstand the impact from a car and will stay intact if thrown from the 2nd floor window of a building. The Manikin is water-resistant which makes it suitable for first-line responder CBRN exercise as they can be easily cleaned and dried. The replaceable polyester cuff on this manikin prevents damage to its body.
